A coalition of cybersecurity organizations is urging the U.S. Congress to renew and expand the State and Local Cybersecurity Grant Program (SLCGP), warning that its loss would weaken cybersecurity defenses across the country. In a Wednesday letter to congressional leaders, the organizations credited the program, created in 2021, with helping state, local, tribal, and territorial (SLTT) governments bolster their cyber resilience. They noted that the SLCGP projects, through a risk-informed approach like exposure management, can help SLTTs understand and secure their expanded environment, including critical infrastructure and operational technology (OT). Another letter published Tuesday by these cybersecurity and technology associations…
The Future of Cyber Resilience The algorithms are hunting us. Not with malicious code, but with something far more insidious. During a recent Black Hat Conference roundtable hosted by Chuck Randolph, Chris Wingfield, a former NSA targeter turned Chief Technology Officer, powerfully articulated the emerging threat landscape: “We’re not sure that we’ve fully considered the ramifications of the algorithm on the individual and self-actualization and ideation on threats.” Chuck Randolph SVP, Strategic Intelligence and Security, 360 Privacy The Narrative of Digital Vulnerability Wingfield brought a chilling perspective to the discussion. As he explained, modern threats are evolving beyond traditional cybersecurity…

Background: The Unique Landscape of the Black Hat NOC Operating the Black Hat Security and Network Operations Center (NOC) presents a unique set of challenges and expectations. Unlike a typical corporate environment where any hacking activity is immediately deemed malicious, the Black Hat conference is a nexus for cybersecurity research, training, and ethical hacking. Consequently, we anticipate and even expect a significant volume of activity that, in other contexts, would be considered highly suspicious or outright hostile. This includes various forms of scanning, exploitation attempts, and other adversarial simulations, often conducted as part of official trainings or independent research. Adding…
APT28, the Russian state-backed hacking group long linked to espionage campaigns against NATO countries, has been caught using a new trick inside Microsoft Outlook. Researchers at Lab52, the threat intelligence team at S2 Grupo, revealed a custom backdoor called NotDoor that runs through Outlook’s email client to steal data and give attackers remote control. NotDoor operates inside Outlook itself as a Visual Basic for Applications (VBA) macro. It works by monitoring incoming emails for a special trigger phrase, such as “Daily Report,” which activates its hidden functions. Once triggered, the malware can send out stolen files, upload new ones onto…
