Muse Spark 1.3 is Meta’s new agentic AI model, but it is currently available exclusively in the US. If you want to set up Meta’s new AI agent to handle social media tasks, messaging, emails, and other jobs on your behalf, you’ll need a VPN to access Meta Muse from abroad.

Using a VPN lets you try Muse from anywhere in the world. The caveat? Some VPNs failed in my tests, so it is crucial to use a fully tested VPN that can change your IP address to the USA.

Keep reading to learn how to get your personal AI agent working from abroad. To help you out, I’ll take a closer look at Meta’s AI privacy claims and the implications of giving Meta’s new agent access to your accounts.

How to use Meta Muse outside the US

Joining the waitlist for Meta Muse from outside America is easy, but you must use a VPN that can stay ahead of blocks.

Here is how to use Meta Muse anywhere:

  1. Pick a VPN that works with Meta Muse. NordVPN is my top recommendation because it is secure, fast, reliable, and able to provide IPs in 55 US cities. Surfshark is ideal for users wanting to unblock Muse on a budget.
  2. Sign up for the VPN. You can get a 75% discount and three months extra for free by following the links above. We agreed on a discount with both recommended providers, allowing our readers to get the lowest price online. Both services still honour their 30-day money-back guarantee, so you can get a full refund if you change your mind.
  3. Download and install the VPN app. Install the VPN on the device you want to use for Muse, such as Windows, macOS, Android, or iOS.
  4. Connect to a server in the US. This changes your public IP address to the US, making your connection appear to come from inside the supported region.
  5. Navigate to Meta Muse. Head to muse.ai or open Muse through a supported Meta app such as WhatsApp. Meta should register your IP address in the US, allowing you to set up a personal AI agent from abroad.

If Muse still detects your real region, I recommend clearing the cookies and cache in your browser. Trackers left in Chrome, Firefox, and other browsers when you accessed Meta services like Facebook, Instagram, and WhatsApp during previous browsing sessions can give away your real location.

Device-level location signals such as GPS may also cause a conflict with your VPN. I have included troubleshooting steps later in this guide to help you solve any compatibility issues.

How to sign up for Meta Muse

Ready to get started with the next evolution in personal superintelligence? Once your VPN is connected to a US server and you’ve bypassed the geo-restrictions, you appear to be located on the ground in America. That means you can head to muse.ai to create an account.

You do not have to use the email already connected to Facebook or Instagram. In fact, if you are trying to access Muse from outside the US, I recommend using an email address that isn’t currently connected to a Meta service. This lets you set up Meta Muse through the VPN, and then connect services such as Instagram, email, and calendar after setup.

Creating a fresh Meta Account can help avoid conflicts from old account history, which may make it easier to access Meta Muse from outside the US.

Meta Muse not working with a VPN? Try these fixes

As long as you stick to a recommended VPN for Meta Muse, you should be able to sign up and get started with your personal agent. All the VPNs I recommend for Meta Muse have strong privacy features and reliable servers in the US. However, if Meta Muse still says it is unavailable in your country or won’t let you sign up, you will need to follow my setup tips.

How to troubleshoot your VPN with Meta Muse:

  • Set up Muse in your browser. I recommend using muse.ai rather than trying to set up Muse inside an existing Meta service or mobile app. Browsers are easier to troubleshoot and are less likely to cause conflicts with your VPN IP. Mobile apps like Instagram, WhatsApp, and Facebook can use device-level location signals such as GPS, which may block you from starting a Muse account.
  • Sign up for Muse using incognito mode. This gives you a clean browser session, which prevents any old cookies from interfering with your VPN location. Connect to a US server first, open a private window, and then head to muse.ai to create an account while connected to a US IP address.
  • Clear your Meta cookies and cache. If you use incognito, you don’t have to worry about this step. If you prefer to set up Muse in a normal browser window, it is a good idea to clear your cookies and cache. This will remove session data and trackers left behind by Facebook, Instagram, WhatsApp, or other Meta services.
  • Try another US server. Meta knows people bypass region blocks with a VPN. This can result in some VPN servers being blocked. My recommendations offer thousands of US IPs across dozens of US cities, so you’ll have plenty of alternatives if one server doesn’t work.
  • Use a fresh email address. If you have any issues with the signup process, try completing the Muse signup with an email address not already connected to another Meta service. You can connect your existing accounts to Muse once it is working.
  • Disable location permissions. GPS and other device-level location signals can conflict with your US VPN IP. I recommend disabling GPS or accessing Meta AI in a browser rather than a standalone app.
  • Check for IP and DNS leaks. I already tested the VPNs I recommended, and they have no leaks, so they should work smoothly to give you a valid US IP address. Using another VPN? You can run a VPN leak test to check that it is working as expected.
  • Contact VPN support. The VPNs I recommended have 24/7 live chat support. You can talk to the agents to find out which protocol and US server work best with Meta Muse.

How Meta Muse works: Apps, Secure VM, and privacy

Muse is currently rolling out in the US through iOS, Android, muse.ai, and WhatsApp. Meta says it is also coming soon to AI glasses, while Muse can already connect to other Meta services such as Instagram and Facebook.

Meta runs each agent inside a dedicated Muse Secure VM with its own computer-use mode. This helps improve user privacy by keeping AI data separate from Meta’s advertising systems. It also isolates your agent, enforces privilege separation, uses single-use virtual cards through Link by Stripe when you approve purchases, and restricts things like JavaScript execution and Chrome DevTools to reduce the risk of compromise.

These protections reduce some of the security and privacy risks associated with autonomous agents. However, in the standard version of Meta Muse, Meta still controls the keys to the castle, which will rightly make many privacy advocates uncomfortable.

Meta says its current architecture does not prevent Meta from accessing your VM when necessary to operate, support, or secure the service. And your data can and will be used to train the model unless you opt out.

It should also be noted that although Meta says it will keep data separate from its advertising systems and sanitize data to remove key personally identifiable information before using it to train the model, Meta’s systems must still analyze your data to scrub it in the first place. This raises concerns about what Meta might be seeing and how it might be using your data behind the scenes.

That means you’ll have to wait until the company rolls out Muse Confidential VM if you want to know for sure that only you hold the encryption keys to your virtual machine.

How much does Meta Muse cost?

You can get started with Meta Muse for free. The free version has usage limits, but Meta expects many casual users to stay on this tier. If you need more agent activity, you can upgrade to one of two paid plans.

Muse pricing/subscription tiers:

Muse Plan Price Best for
Free $0/month Casual use with limited weekly activity
Power $20/month Regular use and more agentic tasks
Maximum $100/month Heavy users who want the highest usage limits

The paid plans currently increase how much you can use Muse rather than unlocking different agents. This may change when Meta releases additional features such as Muse Confidential VM.

Developers can opt to access Muse Spark 1.3 through the Meta Model API. This is billed separately at $1.25 per million input tokens and $4.25 per million output tokens. The API allows developers to use Muse Spark to power third-party services, such as customer support agents inside WhatsApp.

Can I use a free VPN to unblock Meta Muse Spark?

Although you can find some free VPNs advertised in popular app stores like Google Play, they are unlikely to work for signing up for Meta Muse. Tech companies like Meta are aware that consumers use VPNs to bypass geo-blocks. Because Meta is currently limiting access to its agents, it has likely already blocked as many VPN IPs as possible. Unfortunately, free VPN IPs are the easiest to spot and block, which is why free VPNs rarely work to unblock sought-after services.

VPN providers also want users to upgrade. That is why they reserve access to popular platforms for paying users. This lets free VPNs handle basic access and privacy tasks, but requires an upgrade to access platforms like Meta Muse, Instagram, Facebook, ChatGPT, X, Netflix, Hulu, etc.

Meta Muse with a VPN FAQs

Does Meta track Muse usage for profiling and advertising purposes?

Meta says that Muse conversations and data stored in your Secure VM are not shared with its advertising systems. However, Muse conversations, tool calls, and subagent activity can still be used to train future Meta AI models unless you opt out (data collection is enabled by default).

Meta says this training data is “sanitised” to remove key personally identifiable information. However, the key privacy nuance is that Meta systems must process that data to identify your PII and scrub it.

It is also theoretically possible for activity or behavioural patterns within supposedly anonymised or aggregated data to be used for profiling, and numerous studies have found that previously anonymised datasets can be re-identified at a later date, which can lead to long-term privacy concerns. This means that while sanitisation can reduce privacy risks, it does not automatically eliminate them.

For users with a higher threat model, that distinction matters. Meta says its upcoming Confidential VM will encrypt the entire environment using a key only the user controls. This version is intended to prevent even Meta from accessing the contents of your agentic activities.

Is Muse AI Agent the same as OpenClaw?

No. Meta Muse is a complete personal AI agent that runs inside Meta’s secure cloud environment. OpenClaw is an open agent platform that lets you build and run agents using different AI models. OpenClaw supports Meta’s Muse Spark models, so you can use Muse Spark 1.3 as the reasoning model inside an OpenClaw agent if you want to.

Bear in mind that this does not give you the same security protections as running the full Muse agent inside Meta’s Secure VM. However, some users may prefer OpenClaw because it can help to keep Muse usage separate from their normal Meta identity.

That said, you would also need to avoid connecting Facebook, Instagram, and other personal accounts. And avoiding those connections will massively reduce what the agent can do, which undermines much of the appeal of using Muse in the first place.

Can I use Meta Muse with Ray-Ban Meta / AI Glasses?

At the time of writing, Muse agents have not been rolled out for Meta’s AI glasses. However, the company says that this integration is planned for the future. This should mean that you will eventually be able to communicate with your agent through your glasses.

What is the Muse Sentinel Agent?

The Muse Sentinel Agent is a separate security agent that controls what Muse is allowed to do outside its virtual machine. It can allow, deny, or ask you to approve actions to prevent unexpected or unauthorized outcomes. This multi-agent orchestration allows the secondary Sentinel Agent to work alongside Muse, creating a permissions hierarchy that controls network requests and inserts real credentials safely only when needed. Muse cannot override or disable Sentinel, ensuring greater levels of security and data segregation.

Can I get Muse AI WhatsApp Integration?

Yes. Meta Muse is designed to connect to and control a wide selection of apps and services, including Meta platforms like WhatsApp and Instagram. This allows you to set the agent to handle WhatsApp messaging on your behalf.
